The base isn't like a full on military operations base. It's a complex where the families live. It has offices and whatnot.
And if that is your justification, do you know how many bases worldwide of all militaries have schools on them.

Iran’s Minister of Sports, Ahman Donyamali, says that Iran will not participate in this summer’s Football World Cup.

“After the corrupt government killed our leader, there are no conditions under which we can participate in the World Cup,” he said, according to the news agency DPA.

The war in the Middle East has raised questions about Iran’s participation in this summer’s Football World Cup.

FIFA’s president Gianni Infantino is reported to have spoken with Donald Trump about the situation—who, despite the circumstances, still welcomes Iran to the tournament.

However, the news agency DPA now reports that the country’s sports minister, Ahman Donyamali, rules out participation in the championship.

“Since this corrupt government murdered our leader, we have no conditions for taking part in the World Cup,” Donyamali said in a TV interview.

“Given the hostile actions taken against Iran, we were forced to fight two wars within eight or nine months, and several thousand of our citizens were killed. Therefore, we definitely have no opportunity to participate in this way.”

Million-krona fine could await

According to FIFA’s regulations, a potential boycott of the tournament would mean that the Iranian Football Federation will be forced to pay a multi-million fine, reports The Guardian.

According to the newspaper, the fine will be between 2.9 million and 5.9 million Swedish kronor, depending on when the official decision not to participate is made.

If Iran does not take part, it is highly likely that the team will be replaced by another Asian team.

Several international media outlets write that the World Cup spot would go to Iraq—if they do not qualify via the playoff in March—or the United Arab Emirates, who lost to Iraq in the Asian playoff final.
