More like they don't care about the tournament and don't respect it. Australia, Japan, Korea, and Saudi Arabia are fixed on World Cup and it is reasonable to not see any serious competition this year. Only teams from China, UAE, Qatar and Thailand might give two cents for that. We Iranians should have followed the rest of big 4 examples. But at the end of the day if we give up ACL and come back home from WC with 0 point is even more painful.

Most of the elite domestic Iranian players are at the same level ± 10%.
What makes a differene though is some of them are much more consistent than others, especially at an international level. Their highs are high and their lows are really low.
Its why guys like Ebrahimi, Taremi, Amiri, Esfahani Karimi and the like are consistently invited to TM. There may be a player who one week does great (such as Hosseini) but generally you know what you're getting from them and they will carry out the tactical commands as efficiently and mistake free as possible.

The reason why Japanese teams don’t care is because the prize money for ACL isn’t much higher than for winning the domestic league. It’s smart, but still a mockery of the ACL spirit. They won’t be punished for it though because the Japanese federation has a good reputation.
