Indian league has a number of star players though, I remember Robert PIRES came out of retirement temporarily to play there. Arsenal fans would be orgasmic to have been able to use him again even with a very low overall. Plus India has fixed their marketing problems (hence India is in the game) so they're far ahead of us to making it to EA.
