They're not going to install the seats. The work to install seats requires they fix alot of other problem areas first. Not sure what the obsession is in Iran with building all these mega large stadiums! majority of our so called professional teams don't normally attract large crowds to their games.
And large stadiums are very expensive to maintain. 2-3 years down the road these big stadiums are going to look like shit because there was no budget and nobody really cared!
I would have been a better strategy to build a series of smaller stadiums with max of 25K capacity but with much higher quality all around.
