He is certainly one of the very few who can build a new NT team in short order.
He knows a lot about our football and being a master tactician, he would be able to create an appropriate game plan and strategy and selecting the right players to fit. Something GN is doing in reverse order because his knowledge of football is non existing and thinks you can just throw 11 players onto the field and guide them on the sidelines by hand gestures and screaming "hossain, baba bezan ziresh digeh".
CQ coming back would be a miracle Iran football needs at this point. We would be set for another decade!

Even if he comes back it will not change a thing in the long run, we need a total reset of our country first.
You can have a Ferrari but if the engine is broken nothing will be better until you change the engine.

I would bring him back, put him in charge of player scouting and development. Let him implement the Q report in iran.
Not saying there aren't major challenges to that ever happening but you want a blueprint to build our football from the ground up. He wrote the blueprint for USA soccer and it's free on the Internet.

Let's say he identifies a whole bunch of great talent. How can he develop them? Development is in the hand of lower leagues and coaches. All the league two and three and four coaches have to listen to him . When he was the TM manager, almost all of the coaches hated his guts or ignored him.
