Because we don't have the "it's all or nothing" mentality. Our culture has so much "fluff" that the mentality is since they made it to the Olympics, that's an accomplishment on it's own. Even if they come dead last, they will still get a hero's welcome back at home. Sadly it feels as if motivation is simply not there.
