Iran's National Olympic Committee, unlike TM, U19, and U17, is the final arbiter of U21 affiliations; nevertheless, they have delegated that authority to IFF. Iran's participation in any tournament or withdrawal from one is decided by the NOC, not the U21 coach. Unfortunately, the U21 coach prematurely announced his withdrawal from ISG yesterday after a dismal game without even consulting IFF or NOC chairman Amiri.
For the U21 team, there is incompetence at every level, from the coach to the NOC president.
Since the withdrawal was caused by the coronavirus, Amiri stated that he didn't believe there would be any consequences for it.
The NOC chairman's comment was not only an outright lie, but also highly stupid.Regarding theU21 withdrawal from the Islamic' Games, the chairman of the National Olympic Committee stated:
"The fact of the matter is that we are in contact with Mirshad Majedi ,.Sadly, four players' coronavirus tests were positive, and it's likely that there were more. As a result, they need to be quarantined for 15 days. Another issue was that a number of players had injuries, which together with a few others made it difficult to move forward."

The manager of Iran's National Football Team Omid announced the team's definitive cancellation of the tournament in Islamic countries due to the lack of cooperation of some clubs.

Today's scheduled U21 vs. Paykan match has been cancelled.
Not unexpected given the U21s' decision to skip the Konya game.
The deal with Mahdavi Kia is up for renewal in one month.
To defend his record and his future plans with U21, he must go before TC.
He may resign by then if he feels he may encounter difficulty at the TC meeting.

رحیمی : به غیر از هزینه، هزینه جریمه هم داریم چون رشته های تیمی بعد از قرعه کشی اگر در مسابقه شرکت نکنند باید جریمه بپردازند. فعلا فدراسیون فوتبال رسما به ما نگفته است و من هم گفته ام تا ظهر امروز رسمی به ما اعلام کنند چون این موضوع جدی است. من شنیدم تعدادی از بازیکنان تست مثبت کرونا دارند و تا حدی شاید این موضوع به ما در بهانه ای که می آوریم کمک کند. هزینه زیادی کردیم مانند بلیت و هزینه اسکان که پرداخت شده و ثبت نام نهایی صورت گرفته و کارتها را گرفته ایم. من نمی توانم فعلا اظهارنظر محکمی کنم مگر اینکه فدراسیون به طور رسمی بگوید.

The similar problem affected Majidi, Estili, and others.
In his defense, Mahdavikia wasn't helped by the scheduling of this Konya game because other Iranian teams weren't even in Iran.

If the games are not on fifa days, and clubs have no obligation then what is the point of the Olympic team?
Afc is not going to coordinate the u23 schedule to Match the senior schedule then this will always be an issue.
Might as well just say oh well and give up.
Either give u23 TM it’s players or stop complaining about youth football.
As I previously stated, the IFF has issued a directive requiring clubs to release players even on non-FIFA days up to five days before the game.
More than five days must be discussed.

If the games are not on fifa days, and clubs have no obligation then what is the point of the Olympic team?

IFF needs to get the clubs to release their players for u23 duty. Kia can try to kiss their ass but at the end of the day he cannot reach independent agreements with every single club. Thats when IFF needs to threaten with fines, point deductions, etc and everybody will release their players (like in all normal countries actually)
You mention negotiations dear. How would a negotiation with said club proceed exactly... Negotiations are where both sides have something to give up that the other wants.

What is kia supposed to say exactly? Convince these people what the meaning of national pride or olympic project is?
I understand if the aim is to criticize Majedi and defend the coach, but doing so won't benefit the U21 team or the coach.
There is no requirement for clubs to release their players on non-FIFA days, however there is an IFF directive requiring clubs to cooperate and give their players to the national teams.
For failing to cooperate with U21, IFF has in the past fined both clubs and players. Aluminum Club, Esteghlal, and its players Houshmand, Hosseini, and Rezaei were all given penalties.
IFF's executive order only permits teams to release two players up to five days before a game ( on FIFA days onlt 2 days).
Without their consent or through negotiation, clubs are not required by this ruling to release players earlier than 5 days.
When Mahdavi Kia invited three Esteghlal players last time, the club only released two, infuriating the U21 coach. Mahdavi Kia repeated his error by inviting 3 Tractor players this time. 5 days before the game, Tractor consented to release all 3 players. Since three of the players were already in Turkey when Kor fractured his toe and will be sidelined for weeks, an agreement was reached for them to join the club there. Sadeghi, with the consent of Mahdavi Kia, attended Esteghlal training today after Saeidifar and Sadeghi were both released by Esteghlal. Ahmadi was released by Persepolis but continued to play for Persepolis with Mahdavi Kia's approval.
Mahdavikia invited three Sepahan players. While promising to free Salmani and Yousefi after their return, they immediately freed Mohkamkar.
Although it is simple to point the finger at clubs, they are only following established procedures.
It would be ideal if Mahdavi Kia handled the negotiations rather than sending it to Jabbari from IFF if he anticipated having players for longer than the required five days.
It appears the IFF Executive is misunderstood.Clubs are not required by this provision to release players for every training camp.
