Azadi stadium's issues are aesthetic. The concrete cracks were not in any of the foundations. They need to rehabilitate it, but simply for the seats.

There are actual buildings in Iran though that have been built poorly (due to shady business to bypass existing standards), or the building simply is too old. Article should have focused more on that.
