Amazing how many people aren't aware of this. You request a friendly match, many times the federation asking for the friendly match ends up hosting and pays the visiting team. I am willing to bet the discussion was originally started from the Canadian side. Imagine iran vs brazil in canada ! We could easily make $5 mill from that game. Then we can afford to give $1 or $2 mill to brazil.
