The reality is very few top teams are going to want to spend 25m+ on a 26-year-old player who isn't proven in a top league. Zenit's disasterclass in the CL last two seasons and Russia's performance at the Euros hasn't really sold the quality of the RPL.
An EL side in a top 4 league may be a good start for Azmoun if nothing else comes around. He can prove himself in a season or two and get a bigger move.

I respectfully disagree with the points above. We’re not talking about some 26 year old who isn’t proven in a top league, but is a regular EL, CL player, participated in the World Cup and is regularly top scorer for Zenit, who are an elite club albeit playing in a smaller league. Azmoun is also regular NT player of the 31rd ranked team internationally, and the 2nd best team of Asia. His exceptional heading abilities and overall profile makes €25 million a true bargain, it’s rather that greedy racist European clubs want our striker for peanuts because he has the “wrong” nationality. I have seen players like Osimhen to Napoli, Janssen to Tottenham and many more transfers with bigger sums involved while they achieved much less than Azmoun, yet they jumped to elite EU clubs instantly.
