They dont have a way to include these lower tier teams once they get eliminated so they did this

They need to take all the teams that dont qualify to the last round and make up a tournament.

these are the teams our continent produces.... fortunately Vietnam is coming up and some other teams like Yemen, Syria and Kyrgyzstan. They need the exposure to enhance the quality, otherwise how can we ever catch up with Europe?
