tbf pgpl is a shitshow. Players who may not score a ton there may shine in professional systems in other leagues. From my recollection of omid games jabireh is a good dribbler with eye for goal. And from the teams mentioned I think the Portuguese ones are realistic. Anyways it is still very preliminary scouting as the article mentions.
