no that is not true. you will see faghani getting either a semi or the final. they typically also rest their refs. none of the 2014 semi refs had a R16 or quarterfinal btw...

Fifa announced the following referees for the upcoming quarter finals:
Nestor Pitana (Argentina)
Milorad Mazic (Serbia)
Sandro Ricci (Brazil)
Bjoern Kuipers (Netherlands)
Most probably these referees will also be the candidates for the semifinals and the final

The best refs so far have been Kuipers and Faghani

I'm going to predict that they are lining up Kuipers as the finals ref and Faghani as semi-final, together with perhaps Cesar Ramos. This way they all get a rest for one round.

That's a shame because my feeling was that Faghani has been the most solid ref, but I guess a Dutch ref for the final will be more "acceptable" for the global community. Even on merit, an iranian can only hope for semi final...

No, indeed if you look at the last few world cups it has been a european ref any time it has been europe vs south america:

2002 world cup final between Germany (UEFA) and Brazil (CONMEBOL). Ref was Italian (UEFA)

if belgium makes it to the final Kuipers chances will be slim to get it... it will be interesting if they now line him up for the non belgium semi and give faghani the final... they need to make a decision otherwise the ref will need to make semi and final which rarely happened

I think he will get the final, the Mexico Germany match and the France Argentina match both showed he can control the highest level matches, with some of the most aggressive and notorious players.
