I agree with you, but I am pretty sure CQ will only use one as he wants JB to be the Right winger and Taremi to be a wing-forward/support striker for Sardar, and he doesn't consider Ghoddos a CAM or CM to fit him in, so he may only be a sub for JB. The question is how tactically flexible both of them are and whether they can fit into different roles for TM than for their club.

So far for TM, JB hasn't shown that, although his performance today so far is good as a RW/RWB...

I personally think that Ghoddos, though not a CM/CAM, would surely be a better option than Masoud, but then again I'm not an international coach and the balance of the team might be affected.
