What he is saying is the release clause is 25 million. That 25mil goes to AZ to release JB from his contract and allow a club to negotiate with him. this doesnt make any sense, Maybe we dont have exp with expensive transfers in our football. Once the release clause is payed, that releases that player from their contract. No need to pay them additional money as they will be signing a new contract with the club. AZ gets 20 - 25mil to release JB.
JB signs new contract with new club for x amount.
Financial liability of new club is JB release clause + cost of new contract + signing bonus if there is one.

He can neither confirm nor deny reports about ARJ as you said. It will take at least two more weeks before he announces the desicion.
With regards to PAG:
He has 4-5 European offers, he is waiting for more. He is in constant contact with Hashemi. The trabzonspor offer is indeed very real, and they are pushing hard to get him. But he will not go there, most likely. If he is to go to turkey, it will only be for a team fighting for the championship, or at least in Europa League. Morteza himself prefers a move to western europe and they are waiting for suitable offers. Hashemi agrees with morteza's preference. He will not stay in Qatar.
Overall, as I expected, I AM INFERRING, Trabzonspor is a backup option for him, and so it should be. He deserves better and at his age he needs a higher level club. If he was majid's age, fine, but he is 26 and needs to wait for a bigger move. If one doesnt arrive, trabzonspor offer is still on the table.
