Aren't clubs banned from signing foreign players due to their debts?

Another foreign player who has nothing to add to Esteghlal in ACL.

Ali Daei will leave Naft at the end of the season. The club is financially broke.
Couple of players will probably leave as well.

Tractor is in turmoil. They are banned from signing players and seven player contracts are running out in summer

          - Bengar has been released by GN after the 3-0 loss to PP.
          - Alishah and Nourollahi have to hope for Malavan to promote. Otherwise they are probably forced to play in Azadegan.

          - Edinho will leave Tractor for Brazil
          - Saeid Aghaei is rumored to join PP.
          - Akhbari is no longer a Sarbaz. He either has to return to Saipa (if they can successfully claim his rights) or become a Free Agent.
          - Karrar once again said that he wants to leave Iran.
          - Hatami will probably follow his master GN
          - Khaled Shafie was rumored to negotiate with Peykan. But I think he will stay.
          - Nouri probably won't stay.

GN's contract is running out as well. I don't know if he wants to stay under these conditions.

Why I thought other clubs now also have the ability to get Sarbaz.

That was for athletes, who won a medal in Olympics/Asian Games (If I'm not wrong). But it didn't last long.

Newest rule is that all Nezami teams can get the same amount of Sarbaz players.

If I'm not mistaken very recently (past few months) this was changed to allow more IPL teams to take Sarbaz players (PP, SS and Saipa from memory?!)

Beiro to Europe(Tukrey, Deportivo and Leganes)? I don't have much hope though. The issue is he signed a new extension for 4 years, but if he can find a way to join Turkey or La Liga it will be something, he is still pretty young(24).

Seems very unlikely to me as well as usually European teams don't pay a high enough transfer fee for our clubs liking. He certainly has the ability though.

Deportivo and Leganes are willing to pay Beiro €700.000 a year, that's more than Karim is earning at Olympiakos, there is nothing wrong about this offer. Life in Spain can be great as well with €700.000 a year being a 24 year old. It would be silly if he doesn't accept the offer.

By the way guys, whatever happened to Reza Shekari and Rostov?

Where did you get 700k amount Kiarash Jan?

I don't know this guy Sina Saemian, but he has posted this on Twitter based on a report.

He is part from the GolBezan podcast, who regularly interviews Iranian players.

                              Not the most reliable source.

From that tweet it seems 700k is his transfer fee, not his salary.
