- Esteghlal owed Adil Chihi 47.000 USD after he left Esteghlal at the end of the last season.
- They were obligated to pay this amount until a certain deadline, which they didn't. They claimed that the money had arrived 14 days after deadline due to sanctions.
- Therefore FIFA decided to impose a transfer ban in December 2016 (one month ago) and sent the written verdict to IFF.
- After IFF received the letter, they completely concealed the transfer ban and sent a wrong translated letter to Esteghlal. It was not even translated, just a different content and topic.
- After Esteghlal signed Server Djeparov two weeks ago, they realized that they can't receive his ITC from Uzbekistan due to the imposed transfer ban.
