I trink Lazio's Strategy is heavily reliant on a striker like Azmoun upfront. I also do not see him being a benchwarmer at all. Plus Lazio is speculating that Azmouns value will increase in the next year's which is not unlikely to be honest. I get the reason they are pushing for him.

They only speculate that with Keita's money there may be a chance.
I wouldn't be optimistic, unless a hefty money is spent.

guys even if he gets subbed in he can still transfer. the rule is that he can not PLAY for 3 teams. Play meaning appear in a official match for the club, he has not played for Rostov in an official match this season so therefore he can still transfer.
