That only applies to those living out side the country. There was a law like 10-12 years ago that everyone could buy selective service but had to spend 1-3 month Amoozeshi period to learn the basics. After a while poor people protested that Sarbazi has become only for lower classes who don't have money to pay and it was not fair to them (rightfully so). And it was banned afterward. Now only people who have been living outside the country for some years while being absent at selective service can buy Sarbazi for 5K$ or something like that.
