The way things are looking now, Saudi Arabia seems to be the strongest team in the group. Kind of similar to when we didn't invite all the best players in Iran when we played Maldives in WCQ. Sure they could help, but we would win either way.

Absolutely the correct decision. Khakpour needs these players to get used to playing together. You can't just throw them in for the decisive game against Saudi Arabia with no competitive matches played with the team before that.
