no, I think the mentality is that now that we are spending so much money and effort building a stadium, let's build track around it, in case some time later other events than football may occur.

Then the stadium can be multi-functional.

No. Because most of stadiums are governmental in Iran (like anything else) and they want to make money! So they be like "ma ke darim ino misazim , chand manzooreh misazim".
But as you can see there are stadiums like Fooladshahr or Foolad Arena which are made by private companies without tracks

Tracks are very much needed in Iranian stadiums. Some of our fans are morons with throwing stuff onto the pitch so having that track could prevent such things
