According to this end of July it will be ready. However I haven't seen any pictures that would confirm this.

That is an area of confusion. Original design: 2 levels + roof. However their was a suggestion that they fully compete lower tier and clear everything and just use one level. I just don't get why they can not have a roof. If not for the low levels of rain in Esafahn, at least many people can hide from the sun, watching the games in hot seasons. Not the least for the look of the stadium.
