    Are Memorandum of Understanding (MoU) in Football and Sports useful?

    Next week will be the World Cup, now if we think back to past several years and past World Cup campaigns, Iran signed many Memorandum of Understanding (MoU) with many countries either between Football Federations or Sport Ministries or National Olympic Committees.

    Now I think what is the point of signing such agreements when nothing happens/happend? Between 2014 and this year, many countries such as Italy, Norway, Romania, Russia, Albania, Hungary, Poland, Netherlands, Armenia, Belarus, Croatia, Cuba all signed with Iran but only Russia played Team Melli in friendly match which was in 2017!

    Are MoU just pointless agreements?

    The following are some of MoU between Iran and other countries.

    Football Federations

    2014: Italy
    2015: Japan, Norway
    2016: Armenia, Belarus, Netherlands, UAE
    2017: Albania, Romania, Russia
    2018: China, Iraq, Qatar
    2019: Croatia
    2021: Qatar (new MoU), South Korea

    Tajikistan also had a MoU but could not find the year they signed!

    2014: Poland
    2017: Qatar
    2021: Afghanistan, Hungary
    2022: Cambodia, Cuba, Indonesia, Oman​

    China also had a MoU but could not find the year they signed!
