I thought if they're not in the 35 provisional squad they cannot be called up.

he can call up anyone outside the 35. the final squad needs to be submitted to FIFA by June 4.
Until then, CQ can call up whoever in the case of injuries

It will probably be Ebrahimi or Cheshmi, neither of which i am thrilled about at all. Maybe CQ will try putting shojaei back there but i doubt he would be comfortable in a CDM role.
