Jalal Hosseini. Honorable mention for Panjali and Mohammadkhani.

I would have picked Rezaei but he was horrible against Ireland in 2001 and Mexico in 2006.

Hosseini, no question, followed by Pashazadeh (before his injury)!

Rahman Rezaei's best level was very high but he was very inconsistent and at worst, extremely "soorakh"!

Well, Pashazadeh did play in Europe too, only he got a bad injury which made him to be out of football for a very long time.

Rezaei's stupid penalty giveaway and Karimi missing the 1v1 against Shay Given cost us a WC place in Skorea/Japan 2002

there is no such thing as Best Defender of all time.. the objective is not attainable.

Purely defensively speaking, Majeed Halvayee, according to those who saw him play, was something special. defensively that is!!!

Some others claim Mojtaba Moharami was pretty impossible to get by!!!

I personally really enjoyed the play of Mohamad Panjali. even though he was short, he was really something else as a sweeper.

and in our Modern era, IMO Rahman Rezaie and Yahya Golmahamadi were great!

Seyd Jalal is good, but one dimensional!!

                          Pasha
if he had not gotten injured so many times he would have made it to a top 4 Euro team!

                            Pashazadeh or Hosseini

Both were close to flawless, or at least did as much as you could possibly ask for and more. Seyyed jalal might get the edge because he's aging pretty gracefully and has broken 100 TM caps, very notable accomplishment.
