That was a tough decision by Mansourian knowing 1) Nourafkan is starter in Esteghlal 2) Omid Ebrahimi will most likely miss the match against Al-Ain.

                Noorafkan is :
                Older than Shekari.
Played more PGL & ACL games
                Been Team (C) earlier

                Shekari is:
                More popular among teammates.
                Current team ( C)

It depend on what agreement noorafkan/Mansourian made with Peyrovani for his return.

U20 leave for korea on Sunday without Noorafkan. he will join them a day later. Delay is so he can sign extension contract with Esteghlal.
Today is not a holiday in iran , no good reason he can not sign today or wait when he is back.

                    IFA U-20 WORLD CUP
                    Norafkan, Iran's late, great arrival

                    (FIFA.com) 18 May 2017
After looking like his FIFA U-20 World Cup experience wasn't going to get off the ground, Iran's Omid Norafkan has arrived in Korea Republic at the last minute with high hopes." ph-data-picture-orientation="landscape" ph-data-picture-url="//img.fifa.com/mm/photo/tournament/competition/02/88/42/62/2884262_big-lnd.jpg" ph-data-picture-sizewidth="" ph-data-picture-sizeheight="" style="box-sizing: border-box; border: 0px; vertical-align: middle; margin: 0px auto; padding: 0px; max-width: 100%; display: block;">
                    © AFC

                    • Iran boosted by the late arrival of Omid Norafkan
                    • The midfield engine has shone for Iranian giants Esteghlal this year
                    • Norafkan is the Tehran outfit’s youngest ever player
As Omid Norafkan’s flight touched down on the idyllic island of Jeju, you would have forgiven him for musing over how different things easily could have been.
Less than a week ago, Iran’s talismanic midfielder – who played a starring role in helping them reach the FIFA U-20 World Cup Korea Republic 2017 – was coming to terms with the idea he would be cheering the side on from home.
A victim of his own success, the defensive midfielder has become simply too key to his club side Esteghlal – a gratifying state of affairs for the newly-turned 20-year-old, albeit if it was set to see him miss out on the trip east.
“I am proud to be making my mark in a team which has a special place in Iranian football,” he told FIFA.com. “I am the youngest member of the team and am in a very good place, so I owe it to my coaches for me making it here.”
Not only is he the most fresh-faced member of the current squad, he is the youngest player to ever feature for Esteghlal, having made his senior debut aged 18 years and 271 days. Since, he has gone from strength to strength.
Playing every minute during five of their six AFC Champions League games this season, as well as being a near-permanent fixture in Iran’s top flight since the turn of the year, he has become undroppable. No wonder coach Ali Reza Mansourian was far from keen to lose his starlet ahead of their continental clash with Al Ain.
But a change of heart from the tactician flipped everything on its head. Now Norafkan is set to take centre stage for his country, being jetted in at the last minute to join the squad. It is an adventure he is glad not to have missed out on.
“Since not all players get to participate in such a tournament, I do hope we can experience what it has to offer and get the best out of it,” he said expectantly. “With some good results, and the strong performances we expect, hopefully it can have an enriching impact on our lives.”
                    Selfless in the centre
Acting as the nerve-centre of operations in Iran’s midfield, it is perhaps no surprise Philipp Lahm is one of his footballing role models. “I admire the kind of players who just serve the team, devote themselves to teamwork, are impressive and only seek success.”
You can bet it would have been a major blow for Iran to step out without that kind of selfless attitude in tow. As vice-captain at the 2016 AFC U-19 Championship, Norafkan played every minute on the road to a slender semi-final exit on penalties at the hands of Saudi Arabia.
“The Asian championship gave players more experience and, in my opinion, we got some fairly good results in Bahrain,” he reflected. “Now our next goal is the Round of 16 [in Korea Republic].”
Some challenges lay ahead though, with Costa Rica, African champions Zambia and Portugal lying in wait. “Zambia is such a great and powerful team, while Portugal boast some talented players, like us, and there is no room for mistakes.”
With Norafkan’s name on the team sheet against Costa Rica on Sunday, it will at the very least see Iran cross the white line with an added bounce in their step and confident glint in their eyes.

This player has a bright future. As long as he doesn’t let his emotions take the best from him, I believe that he will be a successful player.

He made a great mistake for U23 games otherwise he would have increased his chance to be noticed by CQ.
For U23 games Peyrovani invited Majid Hosseini, Sohrabian, Noorafkan, and Ghaei from Esteghlal and Teheran and Azadi from Tractorsazi. Mansourian ( then coach of Esteghlal) and Golmo refused to released players to U23. Hosseini and Noorafkan really could have helped Iran team that was actually our U21 team and unfortunately, they were eliminated from the group stage,

Both ignorant Mansourian and Golmo lost their Job ultimately and currently looking for a job. 3 Esteghlal players were penalized by disciplinary committee but it did not help U23.

Iran did not make it but Uzbekistan did and advanced to next phase and won a championship. That Uzbek U23 team became Uzbekistan National B team and last month played in Azadi against TM.

If Noorafkan and Hosseini would have been with U23 team they would have been more exposed to convince CQ.
Players should never refuse to play for National teams. a very bad decision by him

I didn’t know that he did that. Well, in that case this guy may need more psychological help than I thought.

Under IFF regulations that all clubs have agreed, All Iranian players active in the league have obligation to play for National teams if IFF call upon them. Should they refused they can be penalized and banned.
Clubs could not prevent players for attending NT on official games when they have been called without severe penalties.

There are some exceptions mostly for call for NT trainings or friendly games or when there is sort of waivers but not for official games.

In case of Noorafkan Mansourian prevented Hosseini , Noorafkan but IFF penalized players, coach and club. Unfortunately, penalty was not severe. During their defense at disciplinary committee they were told they could be ban for whole season.
Reason for leniency came after Pairovani change his stand and ask for soft penalty.
Regulation is clear but IFF does not uphold it due to corruptions.

It was not first time for Noorafkan, two years ago with U16 he was reluctant to go with U16 and he came late after IFF threating him with penalties.
