I believe:
Iran needs to close its Team Meli for at least 6 years and rebuild from scratch.
During these times, government officials and religion leaders need to stop interfering and leave the football to run by professionals.
We also needs to spend money. Money for a complete new management. (Coach, Assistant coach, Trainer, Scouts, Administration, Managers...etc.) The new management should be selected from the highest international football level we could find. Defiantly not local. And they should all have the rights they need to do their job without any dam interruptions.
The coaching and the whole Team Meil management needs to have a minimum 6 years contracts.
First goal for the new management should be to look around Iran for talents. They need to drive (Yes DRIVE) all around Iran, in every school, in every Dahat, small towns and big cities to collect YOUNGSTERS that have potential and talent but not much training. The key is NO TRAINING so they don't have the bad habits most older kids have while they play for their low level clubs. Just pure talents.
These scouts need to do this for a year or two, to truly find our first batch of talents. (In Brazil, scouts constantly looking around for kids in remote and isolated area…they get recruit by old football legends that have been retired for years)
Kids age should be between 12 to 17 years old MAXIMUM.
Work with these top "hidden" talents and don't get them compete internationally for at least 4 years or so. After that, start these guys to play and later internationally for couple of years and you’ll have your true Team Meli.
Few African countries used this method with less than a million population, and now they are one of the best football counties in the world.
That is the only way
